What Is a Management Survey — and Who Needs One?

An asbestos management survey is a non-intrusive inspection designed to locate and assess all accessible asbestos-containing materials so they can be safely managed. Under Regulation 4 of the Control of Asbestos Regulations 2012, all non-domestic properties built before 2000 must have an up-to-date management survey and asbestos register. Landlords, facilities managers, and building owners have a legal duty to know what ACMs are present.

Does my property legally require a management survey?
If you own, manage or are responsible for a non-domestic building built before 2000, a management survey is a legal requirement under the Control of Asbestos Regulations 2012. This applies to offices, warehouses, schools, retail units, HMOs, and public buildings. Residential properties are not legally required to have one but a survey is strongly recommended if the property was built before 2000.
How often should an asbestos management survey be updated?
There is no fixed statutory frequency, but your asbestos management plan must specify a re-inspection schedule — typically every 6–12 months for higher-risk materials and annually for lower-risk ACMs in good condition. The register must be updated after any removal, disturbance, or new discovery.
Does a management survey cover the whole building?
A management survey covers all normally accessible areas without damaging building fabric — it does not involve breaking into walls, lifting floors, or accessing concealed voids. A refurbishment and demolition survey is required before any structural alteration work begins, as this accesses normally inaccessible areas.
